And as with nearly all markets, some people are willing to take the risk.
"Think of it as another dot.com explosion," said Bruce Perlowin, CEO of Hemp Inc. (HEMP -6.43%), in a recent press release.
And according to an investor fact sheet for Medical Marijuana Inc. (MJNA +27.78%), the current U.S. medical marijuana industry is estimated at $17 billion, with expectations it could grow up to about $29 billion by 2016.
"It was almost unthinkable 10 years ago that you would have legitimate, fully reporting to the SEC companies that were in the nature of pure plays, with positions in the medical marijuana industry," says Sterling Scott, CEO of Los Angeles-based GrowLife Inc. (PHOT 0.00%), a consortium of companies that sells products for indoor growing.
Scott, a former federal regulatory attorney, estimates there are about 10 cannabis-related companies currently being traded as over-the-counter stocks. Most OTCs are relatively small and often new companies that don't yet meet the requirements to be listed or traded on exchanges like Nasdaq or the New York Stock Exchange.
He breaks down these marijuana sector firms into four groups: Established companies, like GrowLife, that sell equipment and expendables for the cannabis industry.

EDMONTON - An Edmonton woman has launched a $206,000 lawsuit against Air Canada because she claims she suffered second-degree burns from a spilled cup of scalding hot water. According to the statement of claim, Rema Halabi was seated on a flight from Calgary to San Francisco on Nov. 5, 2010, when the flight attendants began to serve refreshments. Halabi alleges one of the flight attendants placed a cup of scalding hot water to make tea on the tray before her. A passenger seated in front of Halabi then leaned back and jarred the tray, spilling the cup of scalding hot water onto Halabi's pubic area, the inside of her thighs and down to her knees, the statement of claim says. Halabi alleges she suffered serious and permanent injuries, including second-degree burns, blistering and scarring, and lack of sensation, and has had difficulty forming intimate relationships. The 35-year-old massage therapist also claims she suffered severe post-traumatic stress disorder, major depression, anxiety, panic attacks and bouts of anger. She says all this has limited her ability to earn a living. The statement of claim alleges the flight attendant was negligent for serving passengers scalding hot water, failing to ensure that the water was not of a dangerously high temperature and failing to put a lid on the cup. It alleges Air Canada was negligent for failing to ensure she would be safe on her flight, failing to retain reasonably competent employees and failing to take reasonable steps to train its employees. A statement of defence has not yet been filed. None of Halabi's allegations have been proven in court.
Popular U.S. pizza chain Papa John's faces a $250 million class-action lawsuit for blasting customers with illegal text messages.
The plaintiffs allege that Papa John's (PZZA) franchises sent customers a total of 500,000 unwanted messages in early 2010. The spam texts offered deals for pizza, and some customers complained they were getting 15 or 16 texts in a row, even during the middle of the night, according Donald Heyrich, an attorney representing the class.
"After I ordered from Papa John's, my telephone started beeping with text messages advertising pizza specials," Erin Chutich, one of the plaintiffs, said in a statement. "Papa John's never asked permission to send me text message advertisements."
The pizza franchises sent the text blasts through a mass text messaging service called OnTime4U, which is also a defendant in the case. When Papa John's was first sued in April 2010, the franchises allegedly ended their involvement with OnTime4U's text program, after the pizza company informed its corporate stores and franchisees that sending unsolicited messages to cellphones "is most likely illegal."
The Telephone Consumer Protection Act of 1991 bars companies from sending advertisements via text message without a consumer first opting into the service.
The Senate on Tuesday gave final congressional approval for a bill that would significantly expand protections for federal employees who expose fraud, waste and abuse and make it easier to punish supervisors who try to retaliate against the whistle-blowers.
The whistle-blower protection measure, approved by voice vote and sent to the president, was the product of 13 years of work by organizations pushing for greater protections for the federal workforce.
The legislation closes loopholes created by court rulings, which removed protections for whistle-blowers. One loophole specified that whistle-blowers were only protected when they were the first to report misconduct.
The new legislation, however, would go beyond restoring protections, to expand whistle-blower rights and clarify protections that were not explicitly clear. For instance, the bill would clarify that whistle-blowers could challenge the consequences of government policy decisions.
Specific protections would be given to certain employees, including government scientists who challenge censorship and workers at the Transportation Security Administration, who provide screening at airports.
The bill also would clarify a 24-year-old portion of appropriations bills, to make clear that agency restrictions on disclosures are superseded by the right to communicate with Congress and other whistle-blower rights.
To stop illegal retaliation, the bill would make it easier to discipline those responsible, by modifying the burden of proof required when taking action against those trying to punish whistle-blowers. Also, the Office of Special Counsel, which was established to protect federal employees, would no longer be liable for attorney fees of government managers if the office does not prevail in a disciplinary action.
The new legislation would suspend the Federal Circuit Court of Appeals' sole jurisdiction to review decisions in whistle-blower cases.
The bill's supporters said the court consistently narrowed protections and ruled for whistle-blowers only three times in 229 cases between October 1994 and May 2012. A review by all federal circuit courts was added as a two-year experiment.
The legal director of the Government Accountability Project, Tom Devine, said: "After a 13-year roller coaster campaign, Congress unanimously has given whistle-blowers who defend the public a fighting chance to defend themselves. This is a major victory for taxpayers and public servants, but a major defeat for special interests and bureaucrats. Free speech rights for government employees never have been stronger."
But Devine said that House Republicans blocked proposed provisions for jury trials to enforce newly-enacted protections, and extension of free speech rights to national security workers making disclosures within their agencies.
Carolyn Lerner, head of the federal Office of Special Counsel, which investigates retaliation against government whistle-blowers, also praised the legislation.
She said her office "stands ready to implement these long-overdue reforms, which will better ensure that no employee is retaliated against for speaking out against government waste or misconduct."
What started out as a leisurely stroll through the Philadelphia Museum of Art on Nov. 11 with his girlfriend, quickly turned into quite a surreal experience for Max Galuppo, 20, of Bloomsbury, N.J.
Galuppo, a Temple University student, found his doppelganger in a 16th century Italian painting by an unknown artist titled "Portrait of a Nobleman with Dueling Gauntlet."
"It was really weird. He goes to Temple so we'd been saying for a while we wanted to go to the art museum," his girlfriend, Nikkie Curtis, told ABCNews.com. "We went into the armor exhibit and he loved the helmets. He was completely oblivious to it, and I walked past it and was like, 'Do you see this painting right now? It looks just like you.'"
Although Galuppo's resemblance to the dark haired, huskily built, bearded face seems obvious to the 735 Reddit users who have commented on the photo since Curtis uploaded it to the site late Sunday night, Galuppo, at first, said he failed to recognize the similarity.
"To be honest, I didn't see it. I didn't see the resemblance," Galuppo said. "And then I saw the picture of me next to it, and you can't deny that."
The couple had no idea the photo would garner so much attention, but is enjoying the humor people are getting out of it. Galuppo has even been propositioned to pose with the portrait, painted in 1562, again, in full matching attire.
"Someone on on Reddit actually offered to make a costume for it. If we could find a costume, he'd be 110 percent behind that idea. He would definitely do it," Curtis said.
Once the photo started swirling around the Internet, Galuppo decided he should probably look into the portrait's history a bit more, which actually proved quite enlightening to him.
"It's actually funny because I tried to research the painting as much as I could. There's not a lot of information from it. The area that the painting is from in Italy, that area is actually where my grandparents are from. I might check out Ancestry.com to see if there's a relationship," Galuppo said.
The museum acquired the portrait as part of the John G. Johnson collection in 1917.
